Guidelines for maintenance (PO) and inspection (PI-EBI).

SCIOS has drawn up clear guidelines for inspections.

Installations with a gas connection (standard fuels):

  • Installations with a capacity of less than 100 kW are not required to be SCIOS-inspected; these fall under CO legislation.
  • Installations with a capacity greater than 100 kW must be inspected every four years in accordance with SCIOS regulations.

Fuel lines:..

For installations larger than 100 kW, an inspection is mandatory every four years.

Installations with an oil connection:

  • Installations up to 20 kW are not mandatory.
  • Installations between 20 kW and 100 kW must be inspected every four years.
  • Installations larger than 100 kW are required to be inspected every two years if oil is the main fuel.
  • Installations larger than 100 kW that use oil as an emergency fuel are subject to gas inspection, with a grace period of four years.

Fuel pipes:

  • Installations larger than 100 kW must be inspected every two years (main fuel).
  • Installations larger than 100 kW that use oil as an emergency fuel are subject to inspection every four years, during which they are included in the gas pipe inspection.

NOx measurement.

  • For small installations up to 1 MW (1000 kW), there is a one-time measurement obligation.
  • For medium-sized installations from 1 MW (1000 kW) onwards, the measurement obligation is every three years, depending on the date of commissioning (IBS). NOx emissions must be less than 70 mg at 3% O2.
  • For large installations from 20 MW (20,000 kW) onwards, there is an annual measurement obligation.

Installations built before December 20, 2018, must undergo NOx measurement before January 1, 2030, if their capacity is between 1 and 5 MW. For installations between 5 MW and 20 MW, a new measurement is required before January 1, 2028, and for installations larger than 20 MW before January 1, 2026.

If an NOx measurement is required, please note that the installation owner must inform the competent authority of the measurement at least two weeks in advance.

Maintenance of SCIOS installations.

Maintenance must be carried out “with due care and attention.” This maintenance may be made mandatory during a PI-EBI in connection with overdue maintenance and must be carried out within fourteen days. It is not mandatory for the party carrying out the maintenance to be certified; the re-inspection will determine whether the maintenance has been carried out correctly. The EBI inspector records the maintenance frequency in the basic report, which must be checked during the inspection.

Vitotherm has included in its manual that annual maintenance must be carried out on the installation to guarantee quality and safety.

  • The first inspection (EBI) must be carried out at least six weeks after commissioning (IBS).
  • Inspections are carried out every four years for gas-fired installations.
  • Inspections are carried out every two years for oil-fired installations.

Any defects must be repaired within fourteen days in accordance with BBL. This concerns maintenance and not the notice of default of the installation after completion, as well as outstanding or unfinished items.

BBL: This concerns building-related installations (scope 1, 2, 7).

BAL: This concerns non-building-related installations and everything related to emissions (scope 3, 4, 5, 6, 7).

Standard fuels: Natural gas, propane gas, butane gas, fermentation gas, light oil, medium oil, gas oil, biodiesel that complies with NEN-EN 14214, rie biomass, and pellets made from rie biomass, insofar as applicable.
